{"id":108905,"date":"2024-05-16T18:21:55","date_gmt":"2024-05-16T18:21:55","guid":{"rendered":"https:\/\/uitac.com\/inthenewsblog\/?p=108905"},"modified":"2025-10-09T17:54:56","modified_gmt":"2025-10-09T17:54:56","slug":"school-to-prison-pipeline-today","status":"publish","type":"post","link":"https:\/\/uitac.com\/inthenewsblog\/school-to-prison-pipeline-today\/","title":{"rendered":"Is the School-to-Prison Pipeline Still Existent Today?"},"content":{"rendered":"<p><span data-contrast=\"none\">The School-to-Prison Pipeline (STPP) is a <\/span><a href=\"https:\/\/eric.ed.gov\/?id=EJ1303038\"><span data-contrast=\"none\">theoretical construct<\/span><\/a><span data-contrast=\"none\"> that describes the results of harsh disciplinary practices that push students out of the public education arena and into the criminal justice system. In short, the <\/span><a href=\"https:\/\/www.aclu.org\/documents\/what-school-prison-pipeline\"><span data-contrast=\"none\">School-to-Prison Pipeline<\/span><\/a><span data-contrast=\"none\"> is made up of three significant contributing components that come together to perpetuate the inequality within the public education system in America. (1) The enforcement of <\/span><a href=\"https:\/\/www.texascjc.org\/system\/files\/publications\/Reversing%20the%20Pipeline%20Quick%20Guide.pdf\"><span data-contrast=\"none\">\u201cZero-Tolerance Policies\u201d<\/span><\/a><span data-contrast=\"none\"> that permit the use of extreme disciplinary measures that may lead to the removal of students from the classroom,\u202f (2) the <\/span><a href=\"https:\/\/www.mdpi.com\/2227-7102\/11\/4\/159\"><span data-contrast=\"none\">criminalization and racialization<\/span><\/a><span data-contrast=\"none\"> of student misbehavior, and (3) the increased presence of law enforcement within school settings that result in student punishments that follow the student beyond the borders of schools, such as criminal arrests, and ticketing, and into a projected criminal pipeline.\u202f\u202f<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"none\"><a href=\"http:\/\/https:\/\/unsplash.com\/photos\/woman-and-man-sitting-in-front-of-monitor-IgUR1iX0mqM\"><img fetchpriority=\"high\" decoding=\"async\" class=\"alignleft wp-image-109315 size-medium\" src=\"http:\/\/uitac.com\/inthenewsblog\/wp-content\/uploads\/sites\/8\/2024\/05\/desola-lanre-ologun-IgUR1iX0mqM-unsplash-300x200.jpg\" alt=\"Two colleagues looking at a computer screen together.\" width=\"300\" height=\"200\" srcset=\"https:\/\/uitac.com\/inthenewsblog\/wp-content\/uploads\/sites\/8\/2024\/05\/desola-lanre-ologun-IgUR1iX0mqM-unsplash-300x200.jpg 300w, https:\/\/uitac.com\/inthenewsblog\/wp-content\/uploads\/sites\/8\/2024\/05\/desola-lanre-ologun-IgUR1iX0mqM-unsplash-1024x683.jpg 1024w, https:\/\/uitac.com\/inthenewsblog\/wp-content\/uploads\/sites\/8\/2024\/05\/desola-lanre-ologun-IgUR1iX0mqM-unsplash-768x512.jpg 768w, https:\/\/uitac.com\/inthenewsblog\/wp-content\/uploads\/sites\/8\/2024\/05\/desola-lanre-ologun-IgUR1iX0mqM-unsplash-1536x1024.jpg 1536w, https:\/\/uitac.com\/inthenewsblog\/wp-content\/uploads\/sites\/8\/2024\/05\/desola-lanre-ologun-IgUR1iX0mqM-unsplash-2048x1365.jpg 2048w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>Zero-tolerance policies are school regulations that mandate severe or punitive punishments, such as suspension or expulsion, without consideration of individual circumstances or underlying factors. Schools that uphold such policies argue that <\/span><a href=\"https:\/\/www.apa.org\/pubs\/reports\/zero-tolerance.pdf\"><span data-contrast=\"none\">Zero-Tolerance measures<\/span><\/a><span data-contrast=\"none\"> provide direction for a healthy learning environment, while also fostering well-adjusted members of society who understand the consequences of poor decision-making. Instead, much of the literature has indicated that such consequences have been a pathway that pushes students out of the educational system and into the criminal justice system.\u202f<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559731&quot;:720,&quot;335559739&quot;:0,&quot;335559740&quot;:480}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"none\">Aside from zero-tolerance policies creating a pathway into the criminal justice system, literature on the STPP has indicated that students of color are disproportionately impacted and also faced with hostility in the classroom through microaggressions from school administrators that contribute to this pipeline. Although zero-tolerance policies lead to more punitive punishments for all students, the severity of <\/span><a href=\"https:\/\/link.springer.com\/article\/10.1007\/s40617-021-00634-z\"><span data-contrast=\"none\">punishments is applied differently across ethnicities,<\/span><\/a><span data-contrast=\"none\"> often contributing to the <\/span><a href=\"https:\/\/academic.oup.com\/cs\/article-abstract\/42\/3\/171\/5896256\"><span data-contrast=\"none\">criminalization of youth.<\/span><\/a><span data-contrast=\"none\"> In particular, school administrators are more likely to discipline white students for objective behaviors such as vandalism, smoking, and violence. On the contrary, Black students are more subject to discipline for matters concerning, \u201cbeing disruptive or disrespectful\u201d, or \u201cacting threatening\u201d. Typically, schools that employ zero-tolerance policies also have an <\/span><a href=\"https:\/\/www.usnews.com\/news\/education-news\/articles\/2021-07-27\/study-confirms-school-to-prison-pipeline\"><span data-contrast=\"none\">increased presence of law enforcement<\/span><\/a><span data-contrast=\"none\"> and security surveillance. For example, one high school in Philadelphia, named <\/span><a href=\"https:\/\/www.usatoday.com\/story\/money\/business\/2015\/10\/03\/24-7-wall-st-richest-poorest-school-districts\/73205874\/#:~:text=In%20San%20Perlita%2C%20Texas%2C%20the,district%20earns%20%24238%2C478%20per%20year.\"><span data-contrast=\"none\">Strawberry Mansion<\/span><\/a><span data-contrast=\"none\">, reported having 94 security cameras throughout the campus, and students are welcomed each morning by security guards and metal detectors as they walk through the school doors to start their day of learning. The heavy presence of law enforcement often increases the likelihood of criminal charges for misbehavior. Students who are punished through criminal charges are then introduced into the justice system, leading to a <\/span><a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC8277150\/\"><span data-contrast=\"none\">possible lifetime cycle depriving youth of future opportunities<\/span><\/a><span data-contrast=\"none\">, employment, and success.\u202f<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559731&quot;:720,&quot;335559739&quot;:0,&quot;335559740&quot;:480}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><a href=\"https:\/\/soeonline.american.edu\/blog\/school-to-prison-pipeline\/\"><span data-contrast=\"none\">\u00a0<img decoding=\"async\" class=\"alignright wp-image-109318\" src=\"http:\/\/uitac.com\/inthenewsblog\/wp-content\/uploads\/sites\/8\/2024\/05\/photo-1605493666758-52fdb7b67970.avif\" alt=\"Two police officers in uniform standing outside of a police car.\" width=\"258\" height=\"387\" \/>One study showed that<\/span><\/a><span data-contrast=\"none\"> during the years 2015\u20132016, approximately 2.7 million students in K \u201312 grades had received one or more out-of-school suspensions during that school year.<\/span> <a href=\"https:\/\/www.idra.org\/research_articles\/zero-tolerance-policies-texas-push-black-students-hispanic-students-away-school\/\"><span data-contrast=\"none\">In a similar study<\/span><\/a><span data-contrast=\"none\">, in 2018 -2019 it was found that although African American students made up less than 15 percent of the overall Texas student population, they accounted for 32 percent of out-of-school suspensions. In comparison, students made up for 27 percent of the Texas student population, yet, accounted for 14 percent of <\/span><a href=\"https:\/\/www.idra.org\/research_articles\/zero-tolerance-policies-texas-push-black-students-hispanic-students-away-school\/\"><span data-contrast=\"none\">out-of-school suspensions<\/span><\/a><span data-contrast=\"none\">. Moreover, according to the <\/span><a href=\"https:\/\/www.texasobserver.org\/zero-tolerance-makes-a-comeback\/\"><span data-contrast=\"none\">Texas Education Agency (2024)<\/span><\/a><span data-contrast=\"none\">, in 2022 there were a total of 6,049 expulsions in Texas alone, although 90 percent of the reasons for suspensions and expulsions were indicated to be due to violations of a school code of conduct. The statistics depict an unfortunate reality that African American and Hispanic\/Latinx students are <\/span><a href=\"https:\/\/www.americanbar.org\/groups\/diversity\/racial_ethnic_justice\/projects\/school_to_prison\/statistics\/\"><span data-contrast=\"none\">disproportionately affected by such sanctions.<\/span><\/a><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559731&quot;:720,&quot;335559739&quot;:0,&quot;335559740&quot;:480}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"none\">\u202fBut the question remains, in an era where technology leads social conversation, how existent is this social problem today? Although today much of what is happening within the walls of the education system is put under a microscope of scrutiny due to camera recordings and social media forums, we continue to see the subtle reinvention of this pipeline through modern-day policies and procedures.\u202f<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559731&quot;:720,&quot;335559739&quot;:0,&quot;335559740&quot;:480}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"none\">\u202f\u201cZero Tolerance\u201d policies were <\/span><a href=\"https:\/\/wp.nyu.edu\/steinhardt-appsych_opus\/the-impact-of-zero-tolerance-policies-on-the-relation-between-educational-attainment-and-crime\/\"><span data-contrast=\"none\">first implemented during the 1980s<\/span><\/a><span data-contrast=\"none\"> and later soared after the Columbine High School shootings in 1999 that resulted in the death of 12 students. Since then, gun violence in public schools has continued to be an issue Americans face today. In states like Texas, we have seen an increase in the enforcement of \u201cZero Tolerance\u201d policies since the recent school shooting in Uvalde. A push for removing students who pose a threat to the school environment is spearheading this problem. Instead of striving for gun reform, legislators are finding it most effective to just completely rid schools of any \u201cat-risk\u201d students that could pose any disruptive or aggressive behavior. While zero-tolerance policies were initially intended as protective measures primarily aimed at gun violence, they have since expanded to be used for a wide range of behaviors, many of which are subjective. Currently, one bill that has been introduced, <\/span><a href=\"https:\/\/legiscan.com\/TX\/bill\/SB245\/2023\"><span data-contrast=\"none\">SB245<\/span><\/a><span data-contrast=\"none\">, relates to the discipline management of students. This bill proposes that teachers should have the liberty to remove a student from class who is interfering with the teacher\u2019s ability to communicate actively with students, or whose behavior the teacher determines to be \u201cunruly, disruptive, or abusive\u201d without first allowing the student to receive behavioral support, and may be immediately subject to the possibility of being placed in an alternative education setting and\/or expelled.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559731&quot;:720,&quot;335559739&quot;:0,&quot;335559740&quot;:480}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"none\"><img decoding=\"async\" class=\"alignleft wp-image-109319\" src=\"http:\/\/uitac.com\/inthenewsblog\/wp-content\/uploads\/sites\/8\/2024\/05\/photo-1588072432836-e10032774350.avif\" alt=\"Young children working on projects at school.\" width=\"384\" height=\"255\" \/>The conversation on whether such sanctions continue to be enforced is not the only one to be discussed. In most instances, this social issue is a result of a lack of adequate resources within the public education system in America. Classrooms are overcrowded due to a disproportionate student-to-staff ratio, unqualified teachers, limited funding for extracurricular activities, and limited adequate resources such as school counselors and social workers.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559731&quot;:720,&quot;335559739&quot;:0,&quot;335559740&quot;:480}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"none\">What makes the School-to-Prison phenomenon so complex, is that it carries the challenges of two complex institutions that find their way to each other through deep embedded social issues.\u202f<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559731&quot;:720,&quot;335559739&quot;:0,&quot;335559740&quot;:480}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"none\">Unfortunately, school budgets limit the ability to rethink disciplinary measures within the education system. However, <\/span><a href=\"https:\/\/www.nea.org\/nea-today\/all-news-articles\/school-prison-pipeline-time-shut-it-down\"><span data-contrast=\"none\">some districts are leading in their efforts to dismantle this pipeline<\/span><\/a><span data-contrast=\"none\">. For example, districts are beginning to implement their own school code of conduct that minimizes school suspensions and allows students to proactively \u201clearn from their mistakes\u201d through other measures. Other districts recognize that removing students from the classroom is a short-term solution as the student will eventually return, and instead have signed \u201cmemorandums of understanding\u201d with their local law enforcement to help keep minors out of criminal courts. Schools in Colorado have also challenged this phenomenon by passing a <\/span><a href=\"https:\/\/www.cde.state.co.us\/sites\/default\/files\/documents\/dropoutprevention\/download\/pdf\/earss_hb12-1345amendmentsreschooldiscipline_margincallouts_jan2013.pdf\"><span data-contrast=\"none\">law in 2013<\/span><\/a><span data-contrast=\"none\"> restricting suspensions and expulsions. Since the passing of this law, there has been a 25 percent decrease in suspensions reported, and school attendance has increased by 30 percent. Other districts are pushing their efforts forward by focusing their resources on providing school staff with proper training on \u201crestorative practices\u201d, teaching staff how to navigate teaching diverse communities with different cultures and facilitating conversations with students on showing empathy and taking responsibility. Recently, The Texas Center for Justice &amp; Equity released a guide strategizing on recommendations implementing restorative practices through <\/span><a href=\"https:\/\/www.texascjc.org\/system\/files\/publications\/Reversing%20the%20Pipeline%20Quick%20Guide.pdf\"><span data-contrast=\"none\">four progressive recommendations<\/span><\/a><span data-contrast=\"none\">.
