A bill that restricts the use of personal communication devices by students in public and <\/span><b><span data-contrast=\"auto\">charter schools<\/span><\/b><span data-contrast=\"auto\">,<\/span><i><span data-contrast=\"auto\"> publicly funded independent schools\u00a0<\/span><\/i><i><span data-contrast=\"auto\">established by teachers and community groups under the terms of a charter with a local or national authority,<\/span><\/i><span data-contrast=\"auto\"> and property during the school day for all grade levels K\u201312. This bill prohibits the use of devices like headphones, earbuds, cellphones, tablets, smart watches, and any other personal communication devices (PCDs) that allow for communication outside of the school.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559731&quot;:720,&quot;335559740&quot;:480}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\"><img fetchpriority=\"high\" decoding=\"async\" class=\"alignright size-medium wp-image-111524\" src=\"http:\/\/uitac.com\/inthenewsblog\/wp-content\/uploads\/sites\/8\/2025\/11\/No_Mobile_Phone_in_auditorium.tif_-243x300.png\" alt=\"\" width=\"243\" height=\"300\" srcset=\"https:\/\/uitac.com\/inthenewsblog\/wp-content\/uploads\/sites\/8\/2025\/11\/No_Mobile_Phone_in_auditorium.tif_-243x300.png 243w, https:\/\/uitac.com\/inthenewsblog\/wp-content\/uploads\/sites\/8\/2025\/11\/No_Mobile_Phone_in_auditorium.tif_.png 621w\" sizes=\"(max-width: 243px) 100vw, 243px\" \/>Along with the ban, there <\/span><a href=\"https:\/\/www.burlesonisd.net\/news\/news-details\/~board\/district-news-board\/post\/house-bill-1481-personal-communication-device-usage\"><span data-contrast=\"none\">are associated consequences<\/span><\/a><span data-contrast=\"auto\"> for students who decide to break the <\/span><b><i><span data-contrast=\"auto\">norm<\/span><\/i><\/b><span style=\"box-sizing: border-box;\"><em>,<\/em><\/span>\u00a0<i><span data-contrast=\"auto\">informal rights created by society that control others\u2019 actions<\/span><\/i><span data-contrast=\"auto\">. The bill <\/span><span data-contrast=\"auto\">gives the student four \u201cstrikes<\/span><span data-contrast=\"auto\">,<\/span><span data-contrast=\"auto\">\u201d which all include confiscation of the device by campus administration. But as the strikes are accumulated, the <\/span><b><i><span data-contrast=\"auto\">punishment, <\/span><\/i><\/b><i><span data-contrast=\"auto\">negative values attached to an action, the s<\/span><\/i><span data-contrast=\"auto\">tudent goes from being written up to being placed in in-school suspension (ISS) and disciplinary alternative education programs (DAEP). <\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559731&quot;:720,&quot;335559740&quot;:480}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">But not everyone is on board with this bill. As soon as it was signed into law<\/span><span data-contrast=\"auto\">,<\/span><span data-contrast=\"auto\"> there was outrage in social media<\/span><span data-contrast=\"auto\">,<\/span><span data-contrast=\"auto\"> ranging from students who wanted to use their devices in school hours for various reasons<\/span><span data-contrast=\"auto\">,<\/span><span data-contrast=\"auto\"> such as safety and learning purposes<\/span><span data-contrast=\"auto\">,<\/span><span data-contrast=\"auto\"> to parents who were concerned about the reinforcement of power dynamics inflicted on their children at school.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559731&quot;:0,&quot;335559740&quot;:480}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">From a sociological perspective, the passing of this bill can be looked at through the lens of <\/span><a href=\"https:\/\/www.ojp.gov\/ncjrs\/virtual-library\/abstracts\/conflict-theory-criminology-seventh-edition-p-254-284-2000-larry-j\"><b><span data-contrast=\"none\">conflict theory<\/span><\/b><\/a>\u00a0\u2014\u00a0<span data-contrast=\"auto\">which is rooted in <\/span><a href=\"https:\/\/www.investopedia.com\/terms\/c\/conflict-theory.asp\"><span data-contrast=\"none\">Karl Marx\u2019s<\/span><\/a><span data-contrast=\"auto\"> idea of dominant groups maintaining power over the subordinate groups \u2014 emphasizing how laws and policies often reflect the interests of those in power rather than addressing the needs of all groups equally. In this case, while the law is framed as promoting <\/span><b><span data-contrast=\"auto\">education<\/span><\/b> <i><span data-contrast=\"auto\">\u2014 a social institution through which society teaches members the skills, knowledge, norms, and values they need to be good members of society <\/span><\/i><span data-contrast=\"auto\">\u2014<\/span> <span data-contrast=\"auto\">and academic discipline, it reinforces institutional authority by giving schools the power to take away the student\u2019s communication with the outside world and giving increased control over the student\u2019s behavior.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559731&quot;:720,&quot;335559740&quot;:480}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\"><img decoding=\"async\" class=\"alignleft size-medium wp-image-111526\" src=\"http:\/\/uitac.com\/inthenewsblog\/wp-content\/uploads\/sites\/8\/2025\/11\/smartphone-7702594_1280-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" srcset=\"https:\/\/uitac.com\/inthenewsblog\/wp-content\/uploads\/sites\/8\/2025\/11\/smartphone-7702594_1280-300x200.jpg 300w, https:\/\/uitac.com\/inthenewsblog\/wp-content\/uploads\/sites\/8\/2025\/11\/smartphone-7702594_1280-1024x682.jpg 1024w, https:\/\/uitac.com\/inthenewsblog\/wp-content\/uploads\/sites\/8\/2025\/11\/smartphone-7702594_1280-768x512.jpg 768w, https:\/\/uitac.com\/inthenewsblog\/wp-content\/uploads\/sites\/8\/2025\/11\/smartphone-7702594_1280.jpg 1280w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>Conflict theorists would argue that this is an example of how institutions maintain social order by enforcing conformity. In this case, schools act as <\/span><b><span data-contrast=\"auto\">agents of socialization<\/span><\/b> <i><span data-contrast=\"auto\">\u2014 the influencers of social development and behaviors, which include individuals, groups, institutions, and social context \u2014 <\/span><\/i><span data-contrast=\"auto\">that teach students to accept authority and follow established rules without question. The phone ban, while appearing to promote discipline, also functions as a method of social control that benefits those in power, administrators, and lawmakers by reinforcing obedience and dependence within the school system. Students learn that noncompliance results in punishment, mirroring the power structures that exist in broader society. <\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559731&quot;:720,&quot;335559740&quot;:480}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Schools as <\/span><b><span data-contrast=\"auto\">social institutions<\/span><\/b><span data-contrast=\"auto\">,<\/span> <i><span data-contrast=\"auto\">an interrelated system of social roles and social norms organized around the satisfaction of an important social need, <\/span><\/i><span data-contrast=\"auto\">are not neutral but actively perpetuate social and societal structures, including bureaucracies and inequalities. For example, marginalized students who rely on their phones for translation, safety, or family communication may be more affected by this ban, reinforcing their disadvantages. <\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559731&quot;:720,&quot;335559740&quot;:480}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Overall, the Texas phone ban is a clear demonstration of how schools are not just spaces of learning but also sites where social norms, power, and authority are reinforced. While House Bill 1481 is framed around improving discipline and behaviors in the classroom, from a sociological perspective, it reveals deeper implications about control and the reproduction of social structures.
